The ghoul is the same character, not just the same actor. Ghouls were people who survived the nukes from radioactive mutation. They are basically immortal, until they they aren't, and they go feral. They never know when that will happen for them. Feral ghouls are basically zombies.

i actually am really interested in the show, with it being set in California i'm a little worried about how the writers will change what we already know is happening out west. i do love that they are using pre established elements from previous Fallout titles such as the NCR(New California Republic) and the town of shady sands as backdrop pieces to add some familiarity to returning fans. my main gripe and its a thing ive had a problem with how Fallout has been handled as a whole post them being sold to Bethesda is that they have it that everything is still unexplored ruins and that everything is still in shambles, assuming this show takes place around the same time as Fallout 4 there has been 200 ish years since the bombs dropped the fact that people still live in tin shacks and small shanty towns when we've seen in previous titles( Fallout 1 and 2) that people built new cities and even repaired the ruins of old ones is criminal. i also hope they dont mess up the NCR seeing as they are one of the most well handled Factions in the entirety of Fallouts lore.
