Installing zabbix 7 on ubuntu is a myth - simply does not work - no matter which guides you follow, and despite no errors showing during installation steps.

Check whether PHP and Apache are installed properly
Check the Zabbix services are up
Check whether the web server's port is listening and is accessible to the client machine
Try once with Zabbix 6.x
