Very good solution and very good trick with psu... You can also remove the coil and check resistance on both sides to know on which side is the short( this is by my experience)... I also have a question, what it means on hp 250 g3 motherboard when i plug adapter it takes 0.07amps and cpu gets a little heat up to around 35C°?
Asel cpu is short you need to replace it. 1 to 2 ohm is healthy then cor voltage can conduct. do one thing put a jumper wire and give 1 volt if amp goes above 1 Amp then cpu could be foulty.

what value come on cor coil ?
Cpu has also integrated graphics... So it had two coils... On gfx core i get 0.06 and on cpu core i get 0.000 when i check with diod mode
