i think it was definetly considered, cuz you can find the underarm webbings in the first game but peter said it "didn't really work" so don't get your hopes up

It also might get a little too sinilar to the arkham games batman gliding, so maybe they were trying to keep it as original to their game. Altho the biggest missed opportunity thats expected from almost every spiderman game was the double webbing ability.
