3:36 can anyone explain to me why most high ranked E. Hondas never do the third punch on that move, but rather stop on the second one?

It’s a safe jump or oki set up. If you jump after 2 slaps; it’s let’s you jump for free. They can’t reversal. If you dash up after 2 slaps, you get to move first. Honda main here.
