I’d drop both Charizard and Garde by one tier personally based on their current outlook. However, I think those are most likely to be able to adapt to the meta and move up to the tier you already assigned them, so I totally understand why you put them where you did. Really solid list and really good insight.

The deck also suffers from some consistency issues and some awkward hands. When it goes off, it goes really hard. However, sometimes it can have a hard time setting up.

Raging Bolt probably , most of it’s cards are not gonna rotate soon and it’s a very solid deck
personally i think only palk noir , lugia and bolt is deserving of s tier

it's pretty susceptible to getting palkia v knocked out turn 1 by turbo decks like bolt moon and miraidon
