Is it possible to just offer solely move in move out cleaning? Is there a price range you’d suggest for that?

Yes, lots of cleaning companies niche down and do just this. You'll need to determine your supplies, cost of doing business (vehicle expense, insurance, marketing etc.), payroll & taxes, and the estimated time it will take you to do the jobs. You can charge by the room, sq ft, by the hour or by the job.
