Goku uses a workaround of making a transformation to increase is PL enough to unlock it because he's just so used to using transformations, but he should be able to increase his PL to what he has in SSB or his UI form in base, considering that transformations are simply shortcuts that can waste energy. UI, being about better Ki management, shouldn't really be an issue for Goku with his mastery of both normal and god Ki. The issue, in my mind, most likely comes down to the same issue Goku had between each form he gained, in that each form required him to learn to control his Ki output much more precisely in order to not burn it all in an instant, since, as stated by Whis, transformations waste energy in exchange for allowing shortcuts. Goku could probably activate his UI form after the T.O.P. but because he wasn't as close to exhaustion, which is where Saiyans are usually their strongest, he didn't have the ability to power through the Ki drain that comes from simply activating the form, thus preventing him from maintaining it.

UI is just stages. Base > Omen > MUI. The problem is Goku's resilience and emotions. I get it he's strong. But even mortal bodies have their limits. Oversimplifying it a bit here....but the further down the "Only the fight matters and nothing else" hole Goku goes. The more aligned he becomes to access MUI. His new UI in the Granola arc could be more akin to a Saiyan intepretation of UI. One with less strain on his body and better control. Enough to give him what he needs in a fight. But can't hold a candle to MUI from TOP. But true MUI......is it in his reach? Yeah for sure.......Will he ever Master maintaining it? I doubt it.

The guy (AJ) started his channel in his garage with a goldfish as his co-host (named Hecklefish) who wears a tinfoil hat. He did not use AI images at first, but as demand grew for his channel, he eventually gave into using it as a resource for content in the topics he would cover. Now, after only less than half a decade, the guy has over 3.6 million subscribers. I'm not saying anything of this to convince anyone to use this for their channel, but if it's helps point them in the right direction for their channel I support it! 🫡
