You are incorrect. The doctor had already addressed "what constitutes acceptable resistance" citing international law. The response in question came when Murray further probed by asking "So what does it look like?". Only then did the doctor refer to his own experience of resisting and make the point that you get shot even in your white medic coat while treating an injured person. His experience is quite relevant as he is living under the very occupation in question and has always used non-violent means to resist.
