Shaykh حفظه الله is obviously talking about uniting in truth and correct understanding, thats what all these verses and ahādith are talking about (For the people who are trying to squeeze fitan out of this).

This was seen as a temporary measure aimed at protecting the wider interests of Islam and Muslims, not an endorsement of any theological differences.

Following the commandments of Allah the sunnah of the Prophet Sallahu Aleihi wa salaam, do things as he has done or he accepted and that was practiced correctly by those righteous before us, and to Fear Allah in everything. This is the map and the guidelines, so we use this in all affairs.
All this is to do with collaborating with those of the correct 'Aqeedah. Most of the examples, if not all, were examples of 2 righteous people collaborating (E.g. Musa and his brother Harun). However, what about collaborating with innovators. You should talk about that, and when it's allowed (E.g. Someone who call towards good, however he doesn't call towards 'Aqeedah, and then he collabs with an innovator, making it look like the 'Aqeedah of the 2 are irrelevant)
Al-Maa'idah 5:55-56. The Salafis and their common people who establish the Prayers and Pay the Zakat. A census ministry listing all the Sunni Mosques and enumerating the Believers. Then distributing the work. Talking has to become action.
After the census is done and you have a number of how many we are, then how to set up the leadership system. 1. Each person's home will be the Mosque that they pray Jum'ah and 'Eid in. So and so from such and such Mosque and community. 2. Enhancing 'Umar Ibn Al-Khattab's رضي الله عنه system of Ahlul Halli wal 'Aqd and applying it to all fields of knowledge. 3. Dividing the knowledge into Islamic and beneficial worldly knowledge. 4. Further dividing them into major branches and their under categories. For example 'Aqidah being a major branch while Tawhid or Da'wah being under categories of 'Aqidah. Or medicine being a major worldly branch, while surgery, dentistry etc being under categories. 5. Setting up the MEC (Ministry of Exams and criterias). Each field of knowledge will have criterias for a person to pass in order to be eligible to candidate for the Majlis (sitting, parliament) for that under category. The 'Adalah (integrity) tests and the Dhabt (accuracy). Accuracy or mastering a subject alone will not qualify a person, you have to pass the Islamic 'Adalah tests too. For example, is someone is an expert on dentistry but shaves the beard or believes that men and women can mix or doesn't pray, such a person will not qualify. Rigorous tests like pilots or astronauts go through, objective without biases. A) Let's say 100 00 dentists passed the criterias and are now eligible to candidate. Those 100 00 will have talks, meetings, deliberations and appoint only 300 from among themselves into the Majlis (parliament) for the dentists. Only your peers who passed can appoint you. B) Then those 300 will appoint 20 among themselves as the Ahlul Halli wal-'Aqd of the dentists. C) The 20 Ahlul Halli will then appoint the Ameer (leader) or Wazeer (minister) of all the dentists. And this ministry will have its own beauracracy, university to specialize, and specialists who will advance and set the new criterias and also other things. This way knowledge will increase once the people of knowledge in that field run their own field free from elites, nepotism, kings or the ignorant masses voting. D) Once the Wazeer or Ameer of the dentists has been appointed, then he sit in a grander Majlis with all the other ministers from the various under categories of medicine: like the minister of the surgeons or nurses, or doctors or virologist etc. E) And this grander majlis will do the same thing, appoint the Ahlul Halli for the entire branch of medicine and then the Wazeer (minister) for all medicine. This is the second higher assembly, it will act as an overseer to the undercategories. F) Then this Ameer/Wazeer of the entire branch of medicine will sit in a grand grander Majlis (assembly) with all the ministers from the major branches of worldly knowledge until they appoint the Ahlul Halli for the entire worldly knowledge and then the Ameer for the entire worldly knowledge. This way, the people of knowledge will appoint the best from among themselves. 6) The Islamic knowledge will do the same. Imam Ibn Taymiyyah fought alongside the Asharis. So if you consider them Ahlul Bidah what’s the ruling on uniting with them for fighting?
