Your city is big enough that I would suggest making a little model (maybe 4x4 for each baseplate?) of the whole city so you can move things around and get an idea of layout without having to move whole modular buildings over and over. I don't know how the raised train track would work in a mini model, but I still think this could be useful.
Just an idea for the friends house. As you don't want to place it between the others. Maybe its an idea to use it as a sort of entrance to the amusement park. For example, main street in the amusement park.
With the blank walls that you have in the city, you could brick build some billboards to sit on the side of the walls, advertise the amusement park and zoo....snd will also break up the wall too 😀
Have you considered putting the under table scene on wheels?? So you can slide it out for detail work and then roll it back under the table for storage?
I'm always satisfied when you're doing your "shuffle the modulars" videos. One suggestion, why not try the jazzclub in place of the old sanctum sanctorum and do your nice little square. It should give a European vibe. A green park near the beach is a great idea.

The placements of the modulars are pretty good. You should definitely add more parks to your city, like you were planning on doing before you changed the Lego room layout

One thing you could do is in some cities with raised train tracks they will incorporate the structure into a small building like a convenience store or apartment building.
Honestly for the underside scenes for the left side you should build an underwater sea scene with a huuuge underwater cave as a backdrop to line up with the city foundations with some suken ships and that giant octopus maybe some hidden treasures
The Friends colorfull Modular, fix the color locations. Pink with pink, yellow with yellow, look at your Ninjago City color setup, for inspiration. That should help a bit. Placing it near Ninjago City, might also help you. The Lego Creator Noedle shop, could several of them, help you with any upgrading, here? You turned the corner garage, gives you a place for the Boutique. Remember that Lego Supermarket? Get two for a 1/2 plate supermarket, just lets you figure out the top floors. Then moving the school, would let you place the Jazz club between the school & corner garage. Harbour, my brother is a sailor, he often has to spend a night in a hotel, waiting till the ship is in the harbour. Bit of a shame that you don't have some beach between the fishing shop & the lighthouse. Would fill up that two baseplate empty gap. You have options, you just have to find them. O and where do people park, if I may ask?
Hey Bricksie, great city 😮 For the train station, have you thought about making a platform that extensions out of the building, you could use the new train supports to hold them up?
I have been watching for several months and really enjoy your updates. Since you are running out of space for more buildings I was thinking it might be time to temporarily remove the industrial area until you move to a larger building like you have talked about before. I would be cool if the lego vacuum had studs on it so that you could customize it to look like a blaster or something. But that's such a genius tool, i have some of my bigger sets in acrylic displays, but that gets expensive

MODULAR BUILDING IDEA. Hi Bricksie I think you cout try to do (or find) a MOC Modular Building with a hole in it to let the train pass for the open base-plate on the curve. Something similar at the Chongqing metro. Love your city and containt ❤❤

Maybe a small playground by the friends buildings to cater for the family's going to the cafés, the graveyard does look good by the harbour becuase you do see abandoned buildings near such places

Bricksie. Put the Venetian buildings and future ones on top of the shelf … that would connect the water to Ninjago City and open up lots of space. Then you can move the bowling alley closer to where the residential homes are giving you space right up front.
Why not make a scale Map of your city on Cardboard using squares to represent your mils plates, label them up and move those about until your happy then you can move them all?
I know lots of other LEGO RUclipsrs who have clean my bricks vacuums. Wouldn’t be surprised if they become the market leader for our community. Perhaps the burrow will look good in the medieval scene

The flower shop works really well as a transition between the hotel and the friends modular it's kind of a mix between the two styles

How about modifying the burrow set into a normal looking cottage on a 32 x 32 baseplate?

The friends building could go on the canal with the Venetian buildings? I don’t feel like they’d be out of place on the canal.
