Easy way to add life to the buildings could be to add flags. Signs that swing. Maybe posters that the corners flap slightly. Bits of grass or reeds that sway. Towels and blankets out of the windows.
This looks fantastic! I love the whole wild west town vibe. It reminds me of a VR game I made in university were you drove a train through a town like this.

Wow, talk about something I never knew I wanted until I saw it. Wishlisted on steam immediately, do you have a rough estimate of what year it'll be released or early access? I'd love to see railroads/coal, maybe just start with mine rails and carts as a mine upgrade, but then advance to trains and build a station so you can export your goods for money, and import materials and luxuries for tech tree advances and productivity/happiness boosts. Maybe have trading wagons that arrive periodically first then trains are an upgrade. It'd be cool to have a mechanic where you can take orders and you need to have them ready when the train arrives, as a twist on the standard city builder trading mechanics, to add more pressure and punishment. I think this is gonna be really successful! Western city builder is such a good idea with so many unique opportunities and it already looks awesome!
