Since there are only 20 cues you only need 80 pieces to unlock all. 6 heroic boxes will unlock most cues.

You should be able to buy them with in game cash like regular legendary boxes. Just maybe like 500 cash for 3 or something and 1 box for 200

Every heroic box have 10 legendary boxes. And every legendary box is 33 so I think an heroic box should be able o buy with 300 and three boxes around 880
