A vietnamese streamer made a tournament base on points and it was really fun to see competitors cook up teams. Basiccally it's base on points, whoever have most points at the end won. The points are something like: You start with 100, every cycle you used in MoC cost 2, and every 5 stars you use gonna cost some points (the stronger the more points they cost, like acheron is 6 while jing yuan is something like 3), every 5 star light cone gonna cost more, even 4 stars e6 also cost points And every season he organized, some new rules are implemented like 4 elements team is rewarded more points or 0 cycle is rewarded, 2 persons per team that each one have to complete MoC 11 or 12, a ban pick systems to force everyone have different teams... It's always fun to see really odd teams work. One time a madlad with Luka (with silver wolf) dealt 400k on a break punch. I didn't know that it was possible at that time

Or... just give them all test-server access with exactly same accounts and relics. It would be so easy to just contact mihoyo. The only problem that could occur is that Mihoyo is very much against PvP in their games, unless its some goofy arcade style mini event like those Candy Crush birds or 4 people Sneak in HI3rd.

When I watched the Gacha Smack video talking about the rules, I found them to be very unfair to the characters and LC 5* E3/S3 for the tournament players who spend less on the game, like Smack and Doggos. I think they should have put a "Gold" rule, where each character, eidolon and LC 5* limited counts as 1 Gold and can only have a limited number of golds on the team. So this way if they put for example 6 golds for each side, then if you use your Acheron E2 S1 you have already consumed 4 golds and it prevents you from using something like a Sparkle E2 at the same time, because it would be +3 gold which would give you 7 gold, to do that you would have to remove the LC from Acheron and use this team, you would only be able to use characters and LC 4* or 5* standard for the rest of the team. In Genshin and WuWa speedruns they use this gold system a lot and I like it.
If I remember correctly, during HoyoFest there are events (I'll focus on Honkai Star Rail ) Pure Fiction, Memory of Chaos, and Simulated Universe (W9). I was able to participate on the Simulated Universe one and it was a Speedrun. While in Pure Fiction is to score the highest, and for Memory of Chaos is less Cycles used. The organizers used Developer Accounts. All characters are at E2 (not E6 because the game will be at unfair advantage) And Relics are equipped by all characters. There was a rule that you can change your relics and lightcones whatever fits your strategy. I guess the only RnG now is how it frequently Crits. At least the usage of developer accounts provided to the players to experience the characters they are comfortable with or try someone they didn't have. Just to have fun then win some HoyoFest merch.
If they really want to host MOC event like this, they should have everything done on tests account, ie the exact same accounts will be shared amongst participants with the preset artifacts sets and preset allowable characters and preset lightcones. This way everyone will have access to the exact same resource available. Every characters and lightcones will have "costs" and they also must have a certain allowable maximum "costs" ie if they choose better chars/lightcones that will come at a higher cost At the end of the day they will calculate who can achieve fastest clearance at lower costs. There must also be way to calculate the benefit for choosing lower costs and that way will incentivize participants to min max the clearance to cost ratio.
Bro, i dont wanna be the boring guy but... there's a lot of copetitions that who spend more, wins. Just look at the Pokemon VGC, if you dont have a pokemon that is meta, and he's not present in the game that you have, you have to BUY another game and TRANSFER to your other account, and then you have to train it, to give the best stats that you want. If you look that way, is not so different from HSR PVP... and look, can still be fun to watch and play!! A lot of whales are just dumb and don't know how a lot of mechanics work and to be honest, see those guys miss something like that is so god damn fun. Imagine if you have a bunch of good characters and are still struggling
