It’s completely upon you I haven’t count bcoz many and many newspapers were used for frill n for base of skirt around 25 to 30, just use double layer of newspaper for base so that it doesn’t tear

Hi I just took a very loose measurement 1.5 of my waist. And I just newspaper belt and pasted it over skirt after wearing it. And for layering I used 2 newspapers. And I sweat a lot and also it was sunny that day so top did get teared from under the arms. If you want to make a permanent one you can use fabric as a base medium and wear it in cool place

So in total you will need 100 newspapers.
