The problem is not that India’s State-owned oil firms do not want to pay Russian oil in Indian rupee but rather that the Russian firms do not accept payment in Indian rupee.

Russia is still flush with worthless Indian Rupees that can't really buy anything. Russia is OK to be paid in Chinese Yuan, because they can always convert Yuan into trainloads of consumer goods (empty Chinese containers are piling up in Russia). Indian Rupees can buy foodstuffs, but the problem is that Russia already has a massive agrarian export sector, so they don't really need to buy food - they'd just export less.

Rupee is not able to hold value. The present RBI Governor and FM have policies only to benefit the ultra rich.
And the Ultra Rich like adani ambani have already got their Green Cards, PRs for their family members in other Western Countries.
So giving contract after contract after contract to adani ambani is of no use to the overall Financial health of the Country.

For those who havent read the Indian government's Commission's report on how 1.8 billion Indians were unalived by the British Here is a short summary.
First, it was done over a very long period of 200+ years. Not all in one go. And it was the British policies and laws implemented that killed 1.8 billion Indians, not that they were executed.
The two main policies that wiped out 1.8 billion Indians are:
1: Allocation of food: Since the British were at war all the time, they didn't have people to do the farming. They made India do agriculture and then take it away. causing a massive famine every week.
2: Plundering of India's natural resources The British forced Indians to mine all the natural minerals in their country and carry them to the ports to be shipped back to England every day. extremely dangerous jobs, and these poor Indians weren't fed, and hundreds of millions succumbed to the exhaustion.
The whole of India was ruled by only a handful of Britishers. Why India chose to never fight back baffles many to this day. Maybe India is just obedient by nature.
India holds the largest surrender record in world history with a billion of them surrendering to 300 British sailors for 211 years.
As an expert on Indians behavior and nesting habits, Indians have a pattern of not ever resisting the invaders; rather, the invaders departed themselves after a while, like the British and many others, when there were no more resources to exploit, leaving behind a population of a billion Indians struggling with poverty and lacking in education, a situation no one wished to address.
When China wanted to bring in more companies to increase their export, they did the same and dropped its value, made it easier and then after few years it was on rise again. That’s exactly what should India do and I think there is no shame in dropping the value to attract foreign investment and to boost exports.

For your info, the World especially Western countries have learnt the hard way that globalisation or investing in other countries especially concerning your most critical technology and research could be very disastrous as that country rises in a few decades to threaten your power. They learnt the hard way from investing heavily in China and India which is no where is already shouting about "being a superpower", "a global player" and shouting about it's ambitions. Do not expect the same miracle that happen in China to happen in India.

For example, India imports $42 billion from Russia while exports approximately $4 billion only. The western countries have realized that they have made the mistake and are now adapting to what our ancestors used to teach. The western countries continue to send their waste to many third world countries and pay them, so that the 'first world people' do not have to worry about the waste. The sooner third world country realize this and say no to them, the better the living will be for many people across the world. But the greed of few over shadows the good of all.
Reducing the trade deficit by more and more export into international markets is the solution for this.
Indian companies have two major problems 1. They are afraid to take risks and think out of the box, and 2. They don't know how to build brands.

I dunno how they r expecting other countries to accept rupees. It’s not fully convertible. V don’t have export commodities that r in great demand. At best it can have a limited acceptance. It’s better to go for barter trade in specific cases such as oil for basmati rice or things like that and slowly position the rupee by building our economy. The proper way to go about it would be to build our economy in a tearing pace. Print notes and use it for large infra projects ( not for revenue expenditure or freebies. That would be a disaster and push us to Zimbabwe like status. Just large public works or important defense research projects and nothing else) . Allow foreign countries to invest in the projects at great valuations only if they’re accept rupee in some of their trade. That would be a great incentive to accept rupees by other countries. Otherwise this is always going to be the case.
You need to make a deal with the Chinese for sodium thorium plant, then make electricity 99.9% reliable for production especially for steel ,glass etc… export energy you produce that you can sell in rupee. Production first, rupee will fallow

The Rupee is not freely convertible and until it is, no one wants to be stuck with Rupees. My prediction is that if the Rupee is made freely convertible, initially its value will fall, but as the novelty wears off, the value of the Rupee will rise dramatically against other currencies to equal its purchasing power parity (PPP) value. Making the Rupee freely convertible will greatly simplify international commerce which will lead to a dramatic increase in international trade

The main reason is that India could not produce anything meaningful for the world and it has no actionable military capacity to make the world use Rupee. It has NOTHING to do with convertibility.

One major problem is that most trade is not done singularly. Companies buy and sell in multiple countries at one time. They need a currency that is tangible in all of those countries at one time. I’m sorry but India just isn’t ready!

Once the software exports & remittances received from Middle East (by our hard working labour doing menial jobs, others wouldn't even touch) we are left with nothing or precious little. It is the software earnings, that covers our eyes preventing us to see the reality ahead. Next our industrialists have a huge "captive" market - Indians. They needn't strain to improve things, anymore. There simply is no incentive for them nor competition (& we too, inured of this state of affairs, honestly believe "India is producing the world's best". In fact we produce the world's worst. If no Suzuki entered we'd be driving Ambassador car even today (why hanker after better things; we have one, no!).The lack of hunger for the best or striving for perfection is the "bane of India".
For it we first of all, we should know what is the available "best"& on display. Not only that we need to educate ourselves on that, its Technology (in our heart of hearts, we hate Technology as we can't master it). We aren't innovators in the sense that Westerners are.
We don't know the difference between Science & Technology (for our "Rosy Roti" we don't need to know it). I wouldn't say there aren't strivers in Indians. But they are at ground level between tall trees & unable to reach for sunshine above the canopy! It is basic societal, sociological problem.
We don't know how to locate, recognise, nurture & encourage strugglers "if their aims are lofty" (it needs a helluvalotta hard work, of course). In contrast, Westerners do it (locating the best Indians) for their benefit, over which we have no claim. These are the essential ingredients of failure (& "somehow subsisting" attitude).
