Presidents always sit at the middle of the table with the American flag and the flag with the presidential seal behind them. She was only there at the beginning of the meeting to discuss the women's health initiative, which she has been leading since it was founded last year. It is 100% legal and is not the first time a first lady has been at a cabinet meeting.

@@robertholtz I think there is a whole protocol regarding who sits where. If you noticed the Secretary of State is on one side of Biden, the Secretary of Defense on the other side. They are the two most important cabinet positions and I think they always sit next to the president It’s hard to know if Jill had preferential seating.
