they're siblings, plenty of siblings who are both singers have similar voices: Miley Cyrus and her sister, Kylie and Danii Minogue, and so on. Me and my sister have almost identical singing voices too. It's also about the environment where you have learnt to speak or sing. Technique, accent, and so on will make a voice unique too. Janet and MJ have definitely shared the same environment.
