You have to swap the tile connected to it (so that Lublin controls it) in order to purchase that tile. then you can build the encampment for the culture bomb.
I think you should be able to purchase that tile with kakarow instead of Lublin because it's the other cities tile... not sure but you might want to check
If you can culture bomb to steal districts, what happens when you get a district type that your city already has? Does the tile stay with the original city? Will the district get deleted? Can you have 2 (or more?) of the same district in one city? Hope you guys can answer ;)

Also, some modded civs, including (but definitely not limited to) Australia, Iceland, and the Chukchi, are so much different from the base game civs that it'd prove even more difficult for him.

also a strategic thing to do is chop down woods on tiles for districts before you build the district because it gives you free production boost

If buy the tile inbetween the mountains, you can place an Industrial Zone there and the Factory bonus should reach all 4 cities.
