Freya fell in love with first sight, but as she stated she doesn't know what love is exactly, so she made this arrangement for a date ir order to get Bell as Syr, but she failed and now wants to get Bell by force. It also explains why during the war vs Apollo Syr (aka Freya) gave him a pendant that saved his life. It also explains why during the date a couple episodes earlier When Bell looked at "Freya" in the goddess stand she had a cold stare at him, something that haven't happened before, because the one standing there was Horn.
Syr being Freya was massively hinted since episode 1 of season 1. Back then, we saw Freya grab a book and then the camera panned to Syr. We have syr giving a book (the grimoire) to bell. Then during the Apollo war games, syr gave a locket to Bell as a good luck charm. That locket later broke after the war game and we see the Freya familia symbol. We also saw Freya in that scene, just going *wild* over bell. She was lusting. Badly. The rest of the season is just gonna be amazinggggggg! The animation is killer!
Reminder that in season 2 ep.11, Bell had a conversation with Hephaestus and Miach, asking them if any gods could fall in love with a mortal, which they reply that relationships have been known to happen. Even in his disbelief when Bell protested the differences between their kinds (like life span), they both tell him they came to the lower world to **be with** the mortals because they've taken a liking to you (mortals). They told him, "A God's love for their children can take many forms, from familial to romantic." and their final advice, "Don't be afraid to accept a god's love, and if you feel the same, return it. Just be honest about your feelings." So there's NO rules against mortals becoming romantically involved with a god. Which I was sure was to finally, FINALLY open Bell's mind to new possibilities, namely with Hestia.... who is very much Bestia. Buuuuuuut Bell is being so.... BELL. Now 2 seasons later (not counting 5 that just began) and dude still hasn't put it all together. Hermes needs to grab this pup by the collar, pull him close in and SHOUT directly into his face, "SHEEEEEEEEEEEEEEEEEEEEEEE'S INTO YOUUUUUUUUUUUUUUUUUUUUUU!!!!" I'm talking with hurricane force that'll blow Bell's hair right off his head!!

For me, it's quite clear that Syr has always been Freya. Hermes does say that Ferya had fallen for Bell since the very beginning. All the date was Freya as Syr, all along. Horn only appeared the other day. It's not that they switched places; they can take each other's form. That's the reason the Freya Familia immediately attacked Horn in Syr's form. She was not meant to interfere. And that's why they all cared so much for Syr.
Go back to season 1 for a sec. I assumed that Freya took a Grimoire off her shelf and passed it through hands so that it would be in the bar for Syr to give to Bell. But no! She just handed it to him directly! A BUNCH of puzzle pieces completely rearrange with this development! Gahd, what an effective twist!!!
Anime-Only here. I got a very different read than Andrew from this episode. They dropped a lot of hints that I fit together as follows (long, but I promise well reasoned): First of all, Syr definitely is/was a real person. She was the little girl who met Freya in the flashback. She said she wanted to BE Freya, and Freya said “okey-dokey“ and said she would give her a new name in EXCHANGE for her own. They didn’t disclose the new name, but my assumption is that the name she gave Young Syr was Horn. And Freya then took the name Syr. From that, I conclude Syr has essentially always been Freya living as a mortal. And Horn, acting as Freya’s assistant, frequently (always???) masqueraded as Freya when Syr was too busy to pop back (or maybe she never wanted to because she liked the mortal life) So Horn appeared as herself as an “assistant” for tasks that Freya would never do in person, and appeared as Freya as needed for social events and granting audiences. So both of them essentially lived each other’s lives - Horn having been granted many of Freya‘s memories and power, and Freya as mortal Syr. Their roles surely went to their heads after a while. So it makes some sense that “the girl Syr” (actual Freya, accustomed to being only a mortal girl) would ask the acting goddess Freya (ie Horn-as-Freya, and previously aka young Syr) for “permission” to do something so ungoddesslike as wooing Bell. The challenge was the attempted confirmation (maybe even permanence?) of her mortal status by obtaining mortal love. The punishment for losing would be giving up the mortal Syr persona and returning to goddeshood (where Horn probably felt she should be in the first place) So I think the entire date and into the next morning was all the real Syr/Freya trying to “be a real girl”. I think Horn only masqueraded once as Syr, which was during Bell‘s first encounter in the morning, because she wanted to see if Bell actually accepted Syr’s love, at which point, she would kill him to save the goddess from living as a mortal. But in doing so, she betrayed the real goddess and their arrangement to live each others lives, and that’s why “she must die” So, in the end, Freya has to go back to being the goddess. Since she won’t be living as Syr anymore, the Syr persona is figuratively dead - and also literally since Young-Syr-cum-Horn is presumed dead, killed for her betrayal. I think this all fits with the clues they’ve been dropping the last couple episodes.

It's true she IS Freya playing as Syr, but at the same time, when Freya is in that form, she differs fundamentally from Freya the Goddess. So yes they are the same entity but... at the same time... not really? We learn this at the end of these arcs when --- SPOILERS ---- When Bell asks the defeated Freya to meet Syr again and convinces her (Freya) to live outside herself and become the girl she always wanted to be (Syr).
Quite sure the whole date was with Freya. Horn only came in the next morning. In the very end Bell went to see the real Syr (Freya) with the emblem as her hairclip, indicating it was indeed Freya with him for the whole date. So Freya decided to take Bell by force at the very end due to she being rejected a relationship as Syr. I recall Bell has resistance to Freya's charm is because Liaris Freese (the exp boosting skill he has) fixates his feelings only towards one person, so he resists this innately.
Idk if you'll ever read this but Sýr is Freya without makeup. That's what author literally said. Sýr is the name that once belonged to the girl who is now Hörn. But because she wished to become as Freya, the goddess offered a deal; an exchange of names. The identity of Sýr shall become one of Freya's many names and one of Freya's many names shall become that of the girl's. And since the girl accepted the offer, she became to be known as Hörn. And after that day, the gorl and the goddess shared a magic; Freya can become as the girl who is named Sýr and Hörn can become Freya under the real Freya's permission and even use her powers if the goddess allows it. So the Sýr that Bell is acquainted with is in fact Freya. But Freya did not "act" to be like Sýr. Because Freya too, after falling in love with Bell and meeting him as Sýr, started to change because of that love. After a while, Sýr became to represent Freya's real self. Freya, without a makeup, without a facade of ever-powerful mistress. The real self that the "goddess" side of Freya denies. So there never was true "Sýr", only Freya and Hörn existed. But while the original Sýr was Hörn, I'd say that the real Sýr is indeed Freya. So Sýr is not locked up nor is she a separate entity with Freya. Sýr *is* Freya, but without a makeup.

And remember in season 2 Ishtar tried to charm bell as well but it didn’t work.
About gods and mortal establishing a relationship. It does happen and they even consider easier. As it was mention shortly by Hephaestus and Miach back in season 2. So no rules against it.

Bell's dad isn't a god but looking back to the end of first season, after Bell takes down that giant monster in the Dungeon, Hermes is witnessing this battle from a cliffside vantage point. He looks upward to the heavens and shouts out, "Look Zeus how your grandson carries your blessing!!" He's **clearly** spelling out Bell is of Zeus's lineage.
