in the flow chart what did you draw that was wrong when u perform subtraction i.e using 2's complement method the carry indicates the value A is smaller or larger if C=1 the value A>=B, but ur explaining it in the wrong way. just compare the value of A with MSB bit u can decide it is smaller or larger.
