When u realise Leverkusen was never a small club. They are playing in champions league almost every year( so top 4 in Bundesliga). They even reached a champions League final.
Stuttgart isn't a small club either. They are 4th in the all time Bundesliga table. They just had a bad decade of mismanagement. Before that they constantly played internationally and even won a championship.
