I heard during PT OTJ that WotC is trying to be a little more lenient on things like this. It's obvious he missed the game loss trigger but he did have the mana to pay. It's more a slap on the wrist than DQ'd, especially for featured matches, in order to create positive game play experiences with new players/judge interactions.
I thought if you don't pay for summoners pact upkeep trigger, regardless if you have mana for it or not, you'd lose the game 1:09:47
