The weird thing to me is PFF grades Mayer at 58, likely at 66 and Andrews at 80. Just based off of that, the only way it can really be in question is if Bowers comes in and is the best TE in the league.

Easy way to settle this. If Zay was on the Raiders last year would they have considered selecting Bowers? The answer is no. Andrews has been confirmed as a top 3 TE. Neither on the Raiders can say that yet.
