The Backstory is when Heisei was a Godzillasaurus unmutated in Lagos. He was getting attacked and treated horribly and left to die. He was mutated by atomic bombs that turned him into Godzilla. Shindo was one of the soldiers in Lagos that Godzilla saved. Shindo and Heisei Godzilla met again when Godzilla was rampaging. They were both emotional. Heisei didn’t want to kill Shindo but Shindo wanted him to because of all the things humanity done to Godzilla and how they made him this way. Shindo wanted Godzilla to kill him because he was guilty about the way Heisei was treated. Godzilla didn’t want to do it but Shindo nodded yes. Godzilla began to cry and close his eyes hesitating to atomic blast him. He did what Shindo wanted and vaporized him.
It's so cool how a giant lizard has emotional feelings too, and is able to understand a human. Heisei Era is arguabaly the most serious out of all of the Godzilla Eras.

The Heisei era is the best, if you evaluate it as a series of films. If Shin Godzilla is my favorite movie, then Heisei Godzilla is my favorite series
That roar at the end wasn't a roar of anger nor of vengeance. It was a roar of an apology of what Godzilla was going to do next to Shindo.
