The only concern I would have is if a smaller filter might restrict fuel flow at high loads - wide open throttle or towing - things like that. During normal driving I would expect it would work ok
It’s possible you got moisture accumulation in the tank during the storage - especially if the tank wasn’t full. It’s probably worth changing. But I would plug in a scanner to see what codes may be showing up.

The filter I bought is a little smaller than the original. Apparently it works. Does it matter?

I would check the idler or tensioner pulley first.
MINE HAS NO POWER WHEN ACCELERATE,, COULD IT BE THAT FILTER?? had it 4 months w/out use it. the SUV 320 CDI
