Let me explain. Yes deku has a hero license. But he only went out to get rope the teacher wasn't informed that he was going on a full battle with a villain. We don't really know if the teachers knew about the battle or not. Since deku got bounced away and gentle turned himself in. Anyway hoped that cleared this up
