He mastered fusing his speed with his boomerang throwing to make it extremely deadly as he throws his boomerang at super speed and then runs to catch it.
I don't know any other of the voice actors but I'm pretty sure Harley's is Tara Strong who in my opinion is the second queen of Harley voicing after Arleen Sorkin

King Shark could be popping the balloons of Batman and Green Lantern because they're both dead, if this game is after the events of Arkham Knight it could be referring to Batmans death and if it is, then we could assume Green Lantern is also dead or missing. Also from what I heard Gotham Knights isn't part of the Arkham universe, and it is said in the trailer that Jim Gordon is dead, which would further backup that it is a separate universe.

I feel like it has to be a speed force type thing with boomerang. It isn't the OG boomerang. It's his son, who has speed force abilities. However, he never got into any hero/villian work until his mid 20s, when his dad died. So it's possible he uses the boomerang as a focus point. If you noticed, he doesn't follow the exact same path as his boomerang, and when he stops, its like he has a problem hitting the breaks, similar to a speedster who's still learning the ropes

In the comics there is a second Captain Boomerang called Owen Mercer, he can use the speed force. And in the Arkham Knight prequel comics (although usually ignored) we see the death of the first Captain Boomerang (George Harkness, the more popular powerless version), so it could very well be that this is the Owen Mercer version of the character.
This may be a shot in the dark but I noticed how King Shark pops the Batman ballon. I wonder is that foreshadowing of Batman dying in this game or maybe it's a reference or shoutout to the Arkham Knights game where he's supposed to die
