He was already her employer AND had given her money (both forms of control and leverage), and if she repaid the money, he'd lose the ability to hold it over her. Only when she really broke up with him did he decide to pretend it was a loan and try to get it back as a way to punish her.
She also answered all of his questions with no preambles, elaborations, or extra "flavor text" of any sort. I think that really helped her case as well.
