It's a metaphor around being selected at random, it's a method people use by putting pieces of paper in a hat with names on them and then one would be chosen at random. You have to show up and put your name in the hat every day if you want a good chance to get chosen and win.
I think in this context, him saying "I put my name in the hat every day" means that he queued up to join the server every day in order to have a chance of interacting with xQc. Might be wrong but that's just my theory
