How the hell is he supposed to lead the Tojo Clan when he can’t even stay out of trouble for five minutes? The guy’s like a walking disaster, constantly relying on people like Kiryu to bail him out. Now, compare that to Yagami. Both him and Daigo are cut from the same cloth-failing upwards while everyone around them does the hard work. Yagami acts like he’s got everything under control, but just like Daigo, he’s constantly in over his head. He gets lucky, maybe solves a few cases here and there, but at the end of the day, he’s not leading anything. He’s just stumbling from one mess to another, pretending he’s got it all figured out. Daigo’s leadership? A joke. Yagami’s detective work? Even worse. Neither of them know what it means to truly take responsibility for the chaos around them. They're just faking it, while everyone else pays the price.
My favorite part of the game is when the Purple Yakuza and the Green Yakuza and the Gray Yakuza and the Blue Yakuza all showed up to the Millenium Tower, looked at all the bad guys, and said “we are the yakuza four”
