My question is why Getter Tomahawk is weaker than Tomahawk Boomerang since one is a thrown weapon but the other is being used at melee range with Shin Getter putting constant strength on the blow.

Getter is known as the unstoppable force, while Mazinger is the immovable object. since getter can't assimilate photon energy and photon can't destroy getter rays, a battle between those two beings will never have a result, they can go further their actual forms and levels but still in "equal terms".
even if we only count as their basic levels, Mazinkaiser can stand the explosion of the planet, while Shin Getter have incredible speed, its always the same.
