As a retired police officer I am not sure what all needs to be "investigated".. This was an assault plain and simple. Attacker should be charged accordingly and the one taking the video should be charged with conspiracy to commit simple assault which carries the same penalties as the attacker. Parents should then file a lawsuit against the attackers family. If they can prove a repeated course of conduct they should then file a lawsuit against the school district. Only then will people maybe start to learn.

NEVER take what a teacher, principal or any board members have to say about anything like this. EVER. You immediately call the police AND your lawyer. You sue the school and have the "child" charged under the criminal act. That was not a child insomuch as a seriously delayed adult. Prison time should be a good reminder of how it feels to get beaten.
When a school refuses to involve police, that’s when YOU involve the police. And lawyers.
Cops won't do anything. Most lawyers will want at least $20k upfront for a case like this which most people don't have.

My niece was attacked from behind like this while in line in seventh grade. She was hit so hard that her attacker knocked the earrings out of her ears. The school called the police who responded immediately. Her attacker was arrested (yes, at 13). She was promptly expelled from school. They had court, and the attacker had to do all kinds of stuff that was court ordered. The school district had a zero tolerance policy for bullying and things like this. All schools need to follow a zero tolerance policy.

"Suspended" is when you stuff paper in the toilet, rip a library book up, or kick a kid's desk. This is a serious attack.
