The best reason I've seen for dark troopers zeta is for counter attacks. Things get really bad when you mark dark trooper and use veers full send and they all counter and now dark trooper is done to one or two stacks

Nothing changes from what you said, just an added selling point, so more value. I think the Reaper is used in some competitive Empire fleets, but till now I've ignored it since my pilots were gear 8.
It's actually been really useless the last several years in any comp. Although it's reinforcement ability is just now being slightly useful on Levi mirror matches due to the Dagger buff

I'll never trust the hotbot Zeta suggestion command again after it recommended (and I obliged) the dark trooper zeta. I've had it for a year or two now and I don't think I've ever been in a position where I needed it.

Moff is better but starck is a great substitute if you want to use Gideon elsewhere
