Because there are different factors like networking, job opportunities or is it possible to get opportunities in Toronto when I'm about to complete my MSc finance in Montreal?
Education is cheaper in Montreal. You can check job opportunities on LinkedIn and indeed.ca. Keep in mind that if it's a customer oriented role you'll need to speak French in Montreal.
Toronto and Vancouver are asian cities where these people are living in ghettos ... the best immigrants in Canada are Vietnamese ... they are respectful , work hard , integrate perfectly and bring a positive and constructive culture to Canada ...
I very much agree with him with concentrated job opportunities. One possible solution to this is to issue new PR holders their SIN with their COPR so that they can apply all over Canada before landing and therefore more midsize cities could benefit from newcomers. Right now you have to be landed to request the SIN and it makes sense that people settle where jobs are.
Usually hiring process can take a month from the day you were invited to your first interview (if not more), so I would encourage people to apply for jobs several months before they land in Canada.

This year one of my coworkers went back to India, another one - to Pakistan, another - to Iraq, another - to Serbia. I heard that people are returning to Nigeria too.

You’re lucky you are a project manager in IT so of course you’re going to make it over there in Canada, but that type of background and that type of education think of someone that don’t have a higher education and the opportunity to get one anyone with that type of background, it’s gonna have a job in one month moving to Canada And become a permanent resident
