Turn my Basement Foundation Ledge into a Command Center Office Platform

I want to move my computer to the basement arcade; but, my basement foundation has a 10inch tall by 18 inch deep ledge that surrounds the entire perimeter. It ruins any ability to fit a normal desk and chair against the wall. So, I’m going to build over it.

Be careful not to fall off the platform if you move your chair around a lot.
