The guy has finished up his degree, that's why he can speaks english well. Although not fluently, but for korean who rarely speaks in english, this is already considered really good.

If I'm not mistaken when you say fluent you can speak in a conversational way. If you can communicate with english speakers, what I mean is if you understand them and they understand you. You can consider yourself as fluent in English. There are 4 levels in English fluency. Low, high, advanced and proficient. I guess Jang Dong Yoon's level is low but can still consider as fluent.😊 Not sure though 😄 Correct me if I'm wrong 😊
