That is because he was especially abusive to the squadron so Shin raised his resonance level for the fight at the beginning of ep 1 and the voices drove the handler insane.
Not gonna lie, I was kinda disappointed by the sound direction for this scene, especially when we got the Satella asmr a season ago. In the novel, it was basically a whole page of horrific death screams and thoughts, that actually creep you out just from reading it. While the scene is still well done, it certain didn't go far enough with the frequency and intensity to strike the same chill in my bones as did when I was reading that chapter. On the contrary, the fact that they used "I don't want to die" as one of the episode's title card, and how it was a clear cut phrase at the end before the para-Raid got cut off was really well done and left a significant impression.

I can probably understand this affection on brain, when para-raid transmits such signals. It's a good move to make enemy disoriented. But I feel a little bad for Lena.

It could become a great move from AI itself, using dead comrades of 86 squad to dismorale alive pilots. Too bad they couldn't release this feature to its end. Undertaker is a natural telepath who can hear the voices of the dead people incorporated into the Legion units. Para-raid is a form of artificial telepathy so basically lena hears those voices through shin
Only Undertaker can hear the voice. The neural-link they wear allows Lena to hear everything that her team can hear. The reason she doesn't hear it every time she talks to Shin (because Shin hears those voices 24/7) is because they lower the frequency to a minimum, since the devices put a strain on the mind. The Handler before Lena went insane from the voices because Shin purposefully increased the frequency to the max to harm him as much as possible since he was abuse to the Spearhead Squadron. But during combat Shin can't reduce the frequency with Lena to the minimum because she won't be able to gather enough information. The minimum they need for her to get that info is high enough to catch the voices of the Black Sheep.
Spoiler (kinda I haven't watched the anime yet lol) Wasn't the reason why Lena heard the voices were because he was connected to the Para-RAID with Shin? And since Shin could hear those voices, Lena was able to hear it to right? I'm not quite sure cause the last time I read the novels were 2 months ago.

The last living/dying thoughts of previous Proccessors taken by the Legion that mainly on Shinn hears... the one calling out for his mother in particular is Shourei apologizing to their mother for not protecting Shinn like he promised...
Basically the anime is put in a world where a war is currently going on, the other side, full of the Black Sheep, is an army or autonomous drones that were created by an opposing country, but mysteriously disappeared. Bcz the drones run automatically, they're set to shut down in another 2 years. The drones are actually automatic bcz they're like a fabrication of the human brain, so what thy basically do, is to use the brains of the Eighty Six (which are soldiers from the republic who were demoted to less than human, bcz the republic needed soldiers. Everyone who didn't have silver hair like the Major was considered one) to to improve their intelligence and "live longer" than the estimated 2 years. The drones basically take the brains of soldiers b4 they die, even if damaged. The last Thoughts of the dead soldiers are transmitted by the drones. Hopefully that helped tell me if you need more explanation (didn't spoil anything)

I think one of the most genius parts of this scene is the deafening silence after the Para-RAID is cut off.
