Based on my research, leverage is theoretically unlimited (limiting factor is decimal places of assets). No liquidation is not true. I am only just beginning to watch this video, but maybe they meant no inefficient/bad liquidations. BUT, what i believe they mean, is that when there is a liquidation event, no assets need to be sold to fulfill it; there is no active liquidation event, but rather a passive one that does not require a sale of assets or removal of asset from any liquidity pool.

It took me months to understand how their is no liquidation. After seeing this video he explained it perfectly.
