Burnout: Legends and Need for Speed: Undercover look very similar to what GTA: Advance or Stuntman would look like on the Nintendo DS if they would have gotten a release date. Recently I heard that the Warriors were supposed to get a port on the Nintendo GBA and Bully was also supposed to be ported to the Nintendo DS but those projects feel apart or were placed in limbo.

if you mean "The Warrior", they released it on gba and nds. and there is also a nds game called "COP The Recruit" which can be said to be a bit like a GTA game if it was released for nds, although nds also got a gta game released called "Gta Chinatown Wars" which has a bird's eye view

quick question: what emulator do you use for nds and what kind of settings are applied for theese high quality graphics?

for android i use Drastic, and on pc i use melonDS. and for settings i only increase the graphic scale.

An emulator that is compatible with your devicr or console; seriously though it would be easier just to buy a used DS or DSLite and these titles to play without the hassle of setting up the emulator.
