South Korea vs Japan: Who owns Dokdo/Takeshima?

  • The Dokdo (sometimes Tokdo) or Takeshima rocks (also known as the Liancourt rocks) have been one of the major obstacles in the development of Korean-Japanese relations for decades. In 2021, the conflict made headlines when Japan released a map for its 2020 olympic games, supposedly showing the rocks as Japanese territory, which sparked outrage across South Korea. Although this small territorial dispute has been a frequent topic of public discussion in both Japan and South Korea, it is relatively unknown outside the region.
    The current dispute originated in 1905, however its roots stretch back much further than that. Since 1954, the rocks have been de facto controlled by South Korea, however Japan continues to claim that this is an illegal occupation. In this video we take a closer look at the conflict: Where does it come from? How did it develop? And what drives South Korea and Japan in this dispute?

    To explain, the reason our country is not going to ICJ is because there is no reason to. If I go to the middle of Tokyo and yell "JAPAN IS KOREA'S!!" and request that we go to ICJ to get it over with, would Japan accept it? Absolutely not. This is because Japan is clearly Japan's land and there can be nothing against that. It's the same situation for Dokdo. Japan pretty much ignored Dokdo back then and accepted that it was clearly Korean land. They have JUST hopped into this mess of an arguement, suddenly claiming that Dokdo is Japan's land. San Fransisco Peace Treaty? Read SCAPIN. Issued after the San Fransisco Peace Treaty. Instead of apolagizing what they did in WW2, they're just trying to steal an island that is HISTORICALLY OURS. Dokdo was ours before the syngmahn-lee line.

      첫번째로, 지리적인 이유입니다.
      맞습니다. 한국 본토와 독도 사이의 거리는 216.8km이고 일본 본토와 독도 사이의 거리는 212km로 더 가깝습니다.
      만약 당신이 이래서 독도가 일본 땅이라고 생각했다면, 당신은 멍청한 생각을 한 것입니다
      독도는 한국의 섬인 울릉도와 87km 떨어져있고, 일본의 섬인 오키제도와 158km 떨어져있어 한국 땅입니다.

      고려를 보는 것이 마치 운주에러 은주로 보내는 것 같다.
      그러므로 일본의 건지는 이주를 끝으로 삼는다''
      라고 적혀있습니다.
      무슨 의미냐고요?
      쉽게 말해 일본의 북서쪽 경계를 오키섬(이주)으로 삼는다는 말입니다.
      여기서 '이주'는 나고야 대학의 교수인 이케우치 사토시 교수가 오키섬을 가리킨다고 논문을 발표했고 현재 아무도 이를 반박한 사람은 나오지 않고 있다고 합니다.
      즉, 일본은 독도를 처음부터 자신의 땅이 아니라고 인정했습니다.
      이뿐만 아니라 일본은
      -메이지 정권이 1877년 3월 29일 독도가 한국 영토임을 인정하였습니다.
      -1695년 12월 일본 막부에서 울릉도와 독도가 돗토리번 소속이 아니라고 하여,
      일본 어부들에게 고기잡이를 못하게 하였습니다.
      -8세기, -1962, -1877, -1821, , , -1655 등 공식 지도에 독도와 울릉도가 포함되어 있지 않습니다.
      그리고 일본은 에 독도가 있다고 주장하는데, 이건 정부가 만든게 아니라
      나가쿠보 세키스이가 개인적으로 만든건 아시죠?
      심지어 는 위도 경도마저 엉터리인 지도입니다.
      또한 일본이 우기고 있는 에서 대놓고 일본이 독도를 부를 때 사용했던 죽도와 송도라는 명칭으로 독도가 한국의 영토 색과 같은색으로 색칠되어 있습니다.
      네번째 이유입니다.
      1945년 7월 26일, 포츠담 선언 내용입니다. 이 선언에서는, 독도가 포함되어 있지 않았습니다.
      1946년 1월 29일, 연합국총사령부 지침의 내용입니다. 일본은 혼슈, 규슈, 홋카이도, 시코쿠와 인접한 약 1000개의 섬들을
      일본이 통치할 수 있다고 정하였지만, 울릉도와, 독도, 제주도는 일본 영토에서 제외한다고 명시되어 있습니다.
      다섯째로 한국은 512년부터 우산국이라는 나라를 이사부가 정벌하여 합법적으로 실효지배를 하고있었습니다. 그러다가 한국은 그 곳에 살고있던 주민들의 세금을 걷기 힘들다는 이유로 독도에 빨리 나와라고 했죠. 이는 조선 조정이 시행했던 쇄한 정책입니다.
      하지만 17세기 중반이 되어서야 독도를 제대로 안 일본은 이 상황도 모르면서 이 곳이 무주지라고 우기는 것이죠.
      이는 삼국사기에 기록되어있는 내용이랍니다.
      '세종실록지리지에도 독도가 한국 땅이다'...... 등등 훨씬 많은 근거들 입니다.
      그러면 이제 일본측의 근거도 살펴봐야 할 때이지요??
      1. 대한민국 영토는 대한민국 국민이라면 자유롭게 방문할 수 있어야하는데, 독도는 한국인이 접근 불가능한 섬입니다.
      →한국이 독도를 천연 기념물로 지정해 놓았는데 어떻게 방문합니까??
      2. 울릉군청에는 독도의 공시지가 없습니다.
      →현재, 공시지가를 발표하고 있습니다.
      또한, 울릉도 심흥택의 보고서에 의하면 이미 100여년 전부터 확실하게 울릉도에 속한 섬이라도 했습니다.
      3. 시마네현이 독도를 일본 영토에 편입하기 이전에 일본 어민이 독도를 경영하고 있었습니다.
      →사실에 맞지 않는 이야기입니다. 위에 설명드린 자료로 설명 가능합니다. 또한, 시마네현이 출처가 불분명해 국제적인 효력이 없는 건 아시고 계시죠?
      4. 사람이 살지 않는 땅인 독도를 먼저 영토에 편입시켜 세상에 알린 것은 일본이므로 선점권에 의해 국제법상으로 독도는 일본의 영토입니다.
      →러일 전쟁 때, 일본이 침탈하여 일본 어민들이 독도에 들어올 수 있도록 한 것은 사실이나, 일본 영토로 편입시킨다는 조항은 없었습니다. 정확히는 몇 개의 조건을 빠뜨렸습니다.)
      5. 센프란시스크 조약에 의하여 독도는 일본땅입니다.
      → 미국은 여러차례 끝에 결국 독도를 한국과 일본 모두에게 독도를 편입시키지 않았기에 오히려 독도가 일본 땅이 아님을 인정하는 한국측의 증거가 될 수 있습니다. 제677호 제3항을 제대로 읽어보시지요.
      6. 태정관 지령에는 독도라고 정확히 적혀있지 않습니다. 한국측이 문서를 왜곡하여 읽은 것입니다.
      →누가 왜곡을 한 것입니까? 초안을 수정한 결과 최종본에서 독도의 표기가 달라진 것을 보아 이가 독도를 명시한다는 것을 인정하는 결과를 낳았습니다. (외1도)
      7. 왜 한국이 ICJ에 나오지 않을까요?
      → 일본이 너무 멍청해서 한국이 국제법을 위반했다고 주장하는 것이다. 한국은 이에 가입할 때 다른나라와 달리 양측이 모두 ICJ에 찬성할 때에만 재판이 열린다. 즉, 한국으로서 구지 이런 위험을 감수할 필요없기 때문에 재판을 열지 않는 것이다. 제발 한국의 입장부터 똑바로 읽어보았으면 좋겠다.
      사실 독도가 한국 땅인 이유는 이보다도 훨씬 많을 것입니다.
      저는 독도가 일본 땅이라는 주장은 명백히 틀렸다는 것을 알려주고 싶었습니다.
      아시다시피 일본은 한국의 영토를 많이 빼앗았고, 한국의 문화유산도 많이 없앴습니다.
      대표적으로, 대마도는 원래 조선(한국)의 땅이었습니다. 저도 대마도에 대해서는 잘 모르지만, 대충 127가지의 근거가 있다고 합니다.
      또한 석유 매장량이 6000조원 (사우디아라비아의 10배로 추정) 가까이 되는 7광구마저도 대륙봉을 기준으로
      하였던 영토 기준이 일본에게 유리한 국제법으로 바뀌어 7광구의 90%를 일본이 차지하게 되는 어처구니 없는 상황도 벌어지고
      있습니다. 뭐, 일본이 평상시에 행동하는 것 처럼, 국제법이 바뀌고 난 뒤부터 한국과 개발을 하지 않고 일본이 그 땅을
      다 소유하려는 욕심 때문에, 조항을 어기면서까지 이기적인 행보를 보이고 있습니다.
      (조항에 'shall'이라는 단어에 의해 위법이라고 하네요)
      독도가 한국 땅임을 일본이 인정하는 날이 왔으면 좋겠습니다.
      제발 한국을 그만 괴롭혀주면 좋겠습니다.
      그리고 일본이 뇌물을 얼마나 먹였는지
      구글이 다케시마라고 쓰고 일본해라고 표기를 하는데, 정말 일본이라는 나라가 양심이 있었으면 좋겠다라는 생각 밖에안듭니다.
      또한, 일본은 중국과 러시아 등에도 땅을 우기고 있습니다. 뺏으면 좋고 실패해도 잃을게 없다는 논리인지 이해가 안가네요.

    It’s interesting that you didn’t include the Tsingtao region which was a German colony in China right next to Korea. Germany also led the occupation forces after the Boxer uprising. Especially those two factors heavily challenged the closed and isolated policy of Korea.

    In the past, Japan wrote that Dokdo had nothing to do with Japan according to the Taejeonggwan directive it made. This is evidence that Japan recognized Dokdo as Korean land, and it is true that Dokdo is close to Korea, and Japan had no relationship with Japan before 1905. It has never been said that Dokdo is Japanese land, but Japan suddenly made an unreasonable claim that Dokdo was an island without an original owner and that it was Japan's inherent territory. The reason Dokdo is Japanese territory is because of the natural resources on Dokdo.

      In response, the Japanese side made this objection.
      The "Takeshima" in "Takeshima and One Other Island," which was declared irrelevant to Japan in an 1877 Dajokan directive, is not the current Takeshima/Dokdo, but the fictional "Argonaut Island" that was created by a discrepancy in longitude and latitude when French and British navigators surveyed Ulleungdo, and since "One Other Island" refers to Ulleungdo, Japan has not given up the "other one island".

      @@c_kenma7307 If Japan's claim had been recognized, Takeshima would have been managed by Japan by now. However, Takeshima is currently managed by Korea. This means that Korea's claim, not Japan's claim, was recognized. If Korea has illegally occupied it, Japan or another country's claim has been acknowledged. Government agencies must have also taken action. And when we asked Japanese people if they knew where Takeshima is, most of them responded that they did not know. I think it is wrong to just claim that an island whose location is unknown is their territory.

      Japan has insisted that Dokdo was incorporated into Japanese territory through a 1905 notice by Shimane Prefecture. But a number of official Japanese maps produced in 1908, 1925, 1938 and 1951 still show Dokdo as not belonging to Japan.
      In addition, about 100 old Western maps and another 100 ancient Korean maps define Dokdo as Korean territory, the foundation noted.”

      @@c_kenma7307 dude the word "Takeshima" itself came from the koreans. Takeshima means bamboo island and that is what some koreans used to call Ulleungdo, which is right next to dokdo. You know why no one called dokdo as "bamboo island"? because there's no bamboo on Dokdo. It's funny that you even say that it could be a fictional island because that name actually existed lol.

    1) Since the Three Kingdoms Sagi (512), there have been consistent references to Dokdo in Korean (Joseon) ancient literature and old maps, but Japan's Goheon and old maps did not mention Dokdo and said it was not Japanese territory.
    2) The Japanese shogunate received a reply from Tottoriburn that Dokdo was not Japanese territory, and in 1696, Ahn Yong-bok of Joseon visited Oki Island in Japan and received a reply that Dokdo was Joseon territory.

    In Korea, Dokdo is called a solitary island, and in Japan is called Takeshimaialand. Take means bamboo and Shimah means an island. And in Korea, bamboo is called Jukdo. (Bamboo Island = Jukdo)
    Why do the Japanese call a stone island without any bamboo as Takeshima (Jukdo = Bamboo Island)?
    In Korea, there are many islands with bamboo, so there are more than 10 islands named Jukdo.(=Bamboo island)
    There are also Jukdo Island next to Ulleungdo and Dokdo.
    Maybe the Japanese got confused when they named it.
    There are many old maps that Dokdo belongs to the Korean Peninsula, and they are also found in Japan. And Dokdo have their name from Korean history.

    Yeah, this is something they take seriously. Korea's largest current warship and helicopter carrier.. possibly soon to be aircraft carrier is named ROKS Dokdo. They are taking this very seriously and it's clear that while the ROK army looks at North Korea as it's enemy, hte ROK air force looks at China as it's enemy, the ROK navy looks at Japan .

      mostly because there are some documents that are in favor of Japan’s rights AFTER the annexation of South Korea, so there are lots of grey areas to determine when it comes to ICJ and Koreans do not want to risk it as Korean have had a long history of sovereignty over Dokdo for hundreds of years long before the annex, which the Japanese government and the people like you are discarding outright, claiming well they are old documents and no one really knows the REAL truth, another area for which Japan can dispute about.

    Some people wonder, why the Korean government is not responding to the Japanese government's ICJ complaint. If I explain the reason, I can organize it as follows.
    The Japanese government continues to insist on resolving the Dokdo issue through international law in the ICJ. Since the ICJ has multinational judges, and the ICJ's existence itself is an institution established to resolve disputes between countries by third parties, the Japanese government's argument for resolving disputes in the ICJ is valid. Although this ruling is not compulsory, it can face international criticism if ignored.
    However, the Japanese government has mistakenly pointed out the parties to the complaint. It is not Korea that excluded Dokdo from Japan's territory, but the United States, the United Kingdom, and the Republic of China, the victors of the Pacific War, which declared the exclusion of Dokdo from Japan's territory, No. 677-1, which finally confirmed it, and the San Francisco Peace Treaty, which recognizes the effectiveness of all actions under the direction of the occupation authorities during the occupation. At that time, it was completely in agreement with the Japanese government's strengthening treaty and independence, so even if it can be claimed that 'the territory was stolen because of the coercion of the strengthening treaty', the subject of the robbery was the Allies, and Korea can never be made. In other words, in order for Japan to take back Dokdo, it must file a complaint with the United States, the United Kingdom, and the Republic of China, which took it away, and change the agreement in SCAPIN 677.     The reason for the repeated misinterpretation of SCAPIN 677 and Article 192 'd' of the San Francisco Peace Treaty is that they are asking the wrong questions about these materials. As the order and treaty do not stipulate "Whose land does Dokdo belong to?" the right answer cannot be given, and the Japanese side induces an analogy interpretation that is absolutely taboo in the treaty interpretation of "So it's Japanese territory." The right question is "Whose territory is Dokdo not?" The right answer to this question is clearly "Dokdo is not Japanese territory."
    The U.N. can recommend that the ICJ resolve disputes that may jeopardize the maintenance of international peace and security, but if the Korean side deploys troops to Dokdo, it could be criticized for avoiding the conflict zone issue. Therefore, it is not good for Korea to imply a military conflict with Japan over Dokdo with an overly emotional response based on cold facts, as the sovereignty of Dokdo will not suddenly be transferred to Japan unless it goes to war with Japan, at least immediately.
    Even if Korea maintains its effective control of Dokdo and there are even more serious territorial disputes than the Dokdo issue, it is unlikely to be a matter of Korean territory effectively controlled by other countries. Japan, which recognizes compulsory jurisdiction, calls for Korea and China to recognize its compulsory jurisdiction, but even if Seoul does, it cannot apply the compulsory jurisdiction over the Dokdo issue, as it has avoided applying it to matters prior to the date in which Tokyo recognizes it. After all, Japan's unilateral complaint over the Dokdo issue is absolutely impossible. This is why they continue to provoke Korea to agree to the complaint. The Japanese government is also aware of this. Japan, however, has not responded to China's ICJ complaint in opposition to the issue of Senkaku with China. Japan's refusal to apply the same policy as Dokdo means Tokyo's complaint itself is merely a means of provocation. As long as Korea has effective control of Dokdo, it is not desirable to cause serious disputes by overly sensitive and emotional responses. Making Dokdo recognize as a conflict zone among global villagers is Japanese government's strategy in itself.
    Some argue that 'Korea will naturally win the ICJ because it is natural, and will the controversy over Dokdo disappear?' However, with that logic, Japan wants Korea to comply with the ICJ complaint. Once you agree to the ICJ complaint, you are acknowledging that Dokdo is a disputed area and may become Japanese territory depending on the outcome of the trial. And also in long time ago there was animal name Ganchi in dockdo but Japan killed all the Ganchi and ate it or used it for coat and boots.I heard Ganchi was simular as seal or something like that.
