Wow your cpu cooler runs ice cold what rpm it runs at? I have the same cpu with ak620 cooler and it exceeds 73c on 1300rpm
I adjusted it with amd curve optimizer I am using hyper 212 spectrum cooler
You really should show frametime it's one of the most important things and even looking at video it looks like stuttery mess.

1440p settings 45fps average 1080p 60fps average I guess , we won't know until we try

And yes the rtx 3070ti is only 13% better than rtx 3060 ti
