Buy whichever one appeals to you first and then, when you want more content, buy the other as an expansion. Chris, hopefully you can help me here… My favorite board game is Mansions of Madness because of the co-op play, realistic map tiles, figures, and varied campaigns with digital addons via companion app with ambiance music and voiceovers… Are there other games like this with realistic tiles that have a variety of lay-down maps, campaigns, co-op play, etc? I realize large RPG-type games like Gloomhaven are closer, but they are WAY more complex and harder to get guests and avg people into them. I’ve checked out other games like Eldritch Horror, Arkham, etc. but their boards are not nearly as realistic, interesting and dynamic.

I wait for big sales on LCG's. Sadly some of the content is out of print, mainly the "return to's" for Arkham Horror, but also Dr. Strange and Captain America for Marvel Champions. Amazon prime day deals and Nerdz day have been good to me for LCG's and Spirit Island at a good discount. I disagree on Horizons of Spirit Island. I find it way better to learn on as a beginner than the origonal base game. If they offered a pack for the spirits, and their power cards without the second set of tokens and other stuff like the lower quality board, than that would probably be ideal. But you can get it dirt cheap with sales often enough. It's a must have in my opinion for introducing new people to the game. The core game spirits have a rule breaking ability, that can prevent an important lesson for beginners to pick up. Especially the thunder bird negating slow on powers, making them fast.
