The mastering engineer doing the cut is, to my mind, one of the most talented members in the process. As you mentioned, s/he determines levels, tonal balance , playability and all the rest that makes a good sounding record - like dealing with inner groove distortion which complicates a set and forget mentality. I was reminded of Todd Rundgren/Utopia's debut album which, at the time, had a super long side - way over the optimum 22 min. - at a bit over 30 min (the other was a bit over 28 min.). The individual that cut that one was presented with a true challenge. Yes, it did suffer from a compromised level, but the fact it got cut and was playable is remarkable.
