There was no romantic development whatsoever. There was plenty for Finnrey though, which is why people are so desperate to pretend like it doesn’t exist.

@@Arander92 I feel it's less romantic development, more that Boyega and Isaac had a lot more onscreen chemistry.
After his developments during The Last Jedi, due to the intervention of Rose, Finn becomes a very open and caring character and really learns how to empathize with people (and animals). This quality makes him a really great leader in the recent film. Before this though Poe and Rey are the only people he is able to trust and is most concerned about their well being. I could see a romantic relationship budding between Finn and Rey or Finn and Poe in the future because their bonds are so strong.
On the other hand, I believe Poe had those two very heterosexual lines (which I felt Oscar Isaac intentionally portrayed them as awkward and out of place) because Disney was afraid that a couple years down the road Poe would confirmed to be m/m in a novel or his comic and it would "fly under their radar" (very fittingly cause flying under the radar is what he does) and they had to do it while they had complete control over his character. His attraction for Finn is very clear in The Force Awakens, so much so that when you searched his name up the top auto fill result was "Poe Dameron Gay"
I don't think we can blame J.J for stormpilot not happening because he knew what he was doing when he put out Force Awakens. Like he created the character so I'm certain he was aware of the early queer coding and not afraid of how the character would develop.
Mister Bad Guy also the fact that oscar isaac explicitly played it as a romance (which is also clear from their ridiculos amount of romantic chemistry by the by)

Everyone in Ani and Obi's squads thought those two were obvious, the 501st thought Ani and Padme were together because they were both good at what the other wasn't, and when they saw Padme and Obi-wan it was the most subtle snark fest ever and they shipped it. the whole "finnrey = heterosexuality" thing always bugs me because 1) oscar isaac basically said that poe is gay when referring to the fact that he played up stormpilot, but when john said he played it up too, he never made specific allusions to finn's sexuality (i.e. bi vs. gay...bisexuals exist and i myself am one if them) and 2) canon interracial relationships are still very rare in fiction between people of any gender, and just boiling finnrey (which had a clear set up from the beginning in tfa) down to "heterosexuality~" really misses this important point and dismisses its value in terms of representation.
