He must be included in any discussion of treaties between East and West and or between nations. I recommend his speech to students of university level to listen as lectures. Wish if sound engineer would have reduced the background noise and made voice of Mr Tharoor more sharp and crystal clear. Such an important speech with so poor sound management. I like to listen to him very attentively and feel disappointed in the quality of sound management. Cutlery sounds in back ground are annoying to say the least.
