A lot of people don't seem to realize - this isn't Armstrong's theme. It's more or less the theme of the Patriots from MGS. The lyrics describe everything Armstrong hates about the world and wants to burn down.

Armstrong wants to be the next iteration of the Patriots. He loved them, he was ecstatic to claim that everyone post-SOP was the "Sons of the Patriots".
So here's my interpretation:
First-
This is Armstrong's battle theme. His ONLY theme. He touts the Patriots' ideals on the surface, but his actual philosophy is dangerously anarchic. Metal Gear Excelsus isn't even an actual Metal Gear, both the machine and the song being symbolic of the front Armstrong puts up over his twisted psyche.
Second-
While plenty of people will tell you that "It Has To Be This Way" is actually Raiden's theme, I disagree. Raiden's theme is "The Only Thing I Know For Real." The lyrics fit perfectly with Raiden's crisis of identity, calling out his Jack the Ripper persona and his history of constant conflict, as well as his own mixed feelings about participating in the military industrial complex. Despite his absolutely massive onscreen presence, Armstrong is barely even in the game. The fight the game starts hyping up from the very beginning is with Jetstream Sam, and he is very much Raiden's perfect villain, both gameplay and story-wise. If you assume that Sam is Raiden's "final boss," it makes perfect sense for Raiden's theme to be the one playing. And that's the thing; I don't think that Armstrong is Raiden's final boss.
Third-
MGRR is a game about memes in the classical sense; self-propogating ideas that spread between people who make an impression on one another. Raiden meets Jetstream Sam at a point in his life where Sam can't carry his own ideals any further, stifled by Armstrong's power and ambition. In his final hours though he realizes that those ideals don't have to remain stagnant; that perhaps Raiden can see them out to their conclusion. "It Has To Be This Way" is symbolic of Sam's realization that for his ideals to be fulfilled, he must pass them on to someone capable of carrying them further than he could. Someone like him, but stronger. Whichever is the singer and the subject, "It has To Be This Way is clearly about Raiden and Sam, and Raiden brings Sam's memes into the Armstrong fight in full force, opening up with Sam's iconic "Let's dance!" Raiden didn't just carry Sam's sword into that fight; he carried his f*cking theme music.
In my opinion this theme represents the idea that Raiden has of Armstrong.

I think "Collective Consciousness" is how Raiden sees Armstrong's plan at the start of the fight, until the "You're batshit insane!" part, after which his view upon it is explained by "It Has To Be This Way" as he realizes the latter's intentions are good, but his plan is an utterly insane way of realizing it, so he has to stop Armstrong.

It Has To Be This Way was a representation of Armstrong's regret on fighting a man like him. A man like Raiden. Its clear with the lyrics- "I carved my own path, you followed your wrath". Raiden worked with wrath, Armstrong carved his own path. And Collective Consciousness is literally how Armstrong sees modern day world. People who just lie back and purchase their happiness while the government does the work for them and also tells them what to do. Armstrong believes the world where government works for them and tells them what to do, is utter garbage. His ideology is free will and a free place where only the strong capable ones live, and the other ignorant, 'weak' parts of the society will be drowned in blood.

If you listen real close from 1:10 ish, you can hear a voice crying out “no,” as if they’re screaming for help, or are trying to resist, and halfway through the line “I give my people the lives they need,” the voices are gone. What’s more, although the voice sounds like it’s screaming, it’s rather faint, and flushed out by the main lyrics.
Symbolism: Armstrong has only payed attention to one of two sides of the so called “weak.” Those two sides being the incompetent, and the incapable. The former being the only side Armstrong considers, and is actively trying to rid of in order to fulfill his ambitions for a new America, however, the process will kill many poor souls who are unable to fight back, and it only took one man who saw the other side to stop him.

Kojima's philosophy is effectively an Psuedo-Libertarian Pacifism.
Philosopher or not, his works like metal gear often goes together with philosophical stand points and ideologies, and how each individual manifests their ideology through memes and action in the real world.
I could even say that he constantly using the word “memes” outside of the current more well known meaning as internet jokes, and instead applying the original theory of memes in his games made me get curious about the book “the selfish gene”.

Governments that effectively control a nation can end up adversely affecting its citizens should it ever become tyrannical or abuse its power for different reasons. One of the biggest impact being loss of freedom. People have growing sentiments regarding the inefficiency of governments, not as in structurally, but rather how they CHOOSE to operate. While this isn't the case for all countries, it's something that is brought up for governments like China, USSR and now even US.
"live in ignorance and purchase your happiness" - I think this line just relates to most people in general. Whether it is just the process of growing up, or just having to tackle with preexisting responsibilities and tasks, people rarely ever have the time to truly 'think' about other things in life, because they are fixated in increasing their own living standards to a level which they can be satisfied with. Everyone has their own struggles and issues, and often times, we are so engrossed in tackling them that we become 'ignorant' of other things.
Not to mention, the world has been becoming increasingly materialistic, with people chasing after wealth and fame in order to acquire happiness, at times, at the cost of their own will or their own interests and hobbies. We think that acquiring money will erase all our sadness and grant us happiness so that's what we strive for.
"The fires of greed will burn the weak" - this is something people have been observing whether it would be on a large scale corporate level or a smaller scale of humans just being humans and focusing on satiating their greed rather than maintaining TRUE, non-superficial, good relationships with others.
This song, coupled with peoples' growing cynicism in the direction to which society seems to be going, makes it a fitting song for our times and the sentiments that we express for it.

Okay, to be technical, codec calls reveal that as EXCELSUS has no place in nuclear warfare-- no nuclear launch abilities or abilities to counter said launches-- The "Metal Gear" in its name is more in-universe branding than anything.

its incredible how a song from a videogame describes our society so well, and it plays when fighting against a senator inside a metal gear who also has nanomachines, thats so badass
Revengeance was revived through memes. Which, fittingly, is one of its crucial plot points -- if you meme something well enough, it won't ever die. Be it a game, a photo... or a war.
Also, this song unironically provides the best synopsis of fascism out of all analyses I've heard.

This song represents what Raiden thinks Armstrong is, just another "typical politician" who wants to brainwash the people. But after Armstrong reveals his true principals the song "it has to be this way" is Raiden realizing that he has a point and actually agrees with him to an extent.

It's not Armstrongs ideal society.
It's a point that's easy to get confused on, because of Armstrongs personally and presentation. He doesn't care if Raiden thinks this is what he's after... at least at first. Later on, if you pay attention to his dialogue, he makes a switch. The Jetstream DLC goes even further in confirming this.
The collective consciousness is already happening in the Metal Gear universe. The point Armstrong was making was that the patriots were gone... and it no longer mattered. Their machinations had become so embedded in society that the world was caught in an endless spiral of death, the war economy. It is now self-perpetuating. It's not going away. The world is now one where "Men die for reasons they don't understand and causes they don't believe in." Every aspect of human existence is feeding the machine.
Armstrongs goal was to use the war economy, to work within it's structure to amass power... and then use that power to nuke the entire system. His goal was to return things to zero so that the world could, essentially, reboot itself.
It's also worth noting that, in the end, Raiden *agreed* with the Senator. Not with his extreme methods, but with the idea that the world was horribly wrong, and something needed to be done about it. And thus begins Raiden's own personal war against the system.
Ultimately, Raiden's battle with Armstrong and Desperado Inc was what opened his eyes to how screwed up the world is, and he goes on to continue Armstrongs fight, just as the Senator died believing he would.

Raiden killing Armstrongs thought was going to end it all but it was not, there is where the end of Revenge Rising. Radien continue but this time alone. I look forward to the sequel with the production and script Kojima. regards

TewiInaba Chan What I made of it: Raiden didn't want to continue Armstrong's war, he wanted people to fight their own wars. While he agreed with Armstrong's ideals, he did not agree with the method of achieving them. Raiden thought he could stop all the fighting by killing Armstrong, but it did nothing; hence the ending of Metal Gear Rising: Revengeance. Raiden continues to fight his own fight now. I look forward to the sequel if the script and production is handled by Kojima.

I would say it represent what both Armstrong and Raiden think of the "system" as a whole, because after all they both depise it for the same reasons but they have different ways of on how they want to "fix it".

Combined with the Cenutar-Esque Shape of Excelsius, I'd personally like to say that Excelsius is shaped like a *Mantis...* However, there's one problem with that: In total, Excelsius has Eight limbs.
Thus, because no Shelled creature both possesses four sets of limbs, whilst also having a discernable mantis shape, Excelsius is basically a Spider-Mantis... With Plasma cannons strapped to its head. Armstrong was right when he said the ride was "Worth every Penny", but you can't have good Stonks if a Cyborg chin boi Suplexes it repeatedly, removes one of the raptorial blades to swing it around like it's a regular sword, and dodges every single goddamn attack you attempt. Poor Excelsius, at least it went out in style.

I genuinely believe this song applies for more to modern America than most people would care to admit. what with the higher up rich business men and politicians dividing the general population with things like identity politics and radical movements on both sides. All so they can sit on top and watch the populous tear ourselves apart to make us easier to manage.
