So it wasn't what they thought it was, and considering that at the time the writers had already started work on The Originals it was stupid to kill off a potential character in the Spin Off series.
JP doesn't particularly like Kol and/or his fanbase, so that probably answers the question of why he is not a main cast member yet. Even Nate still wants to portray Kol for a long time, so it'd make sense that he'd be a regular, it's just JP that finds the character unlikable, for some reason.
Bill Clinton Well Mr. President I did not know that about Julie, I can't see why, Kol is a fun and dynamic character. But I never got the impression that she didn't like his character...she did write a three episode flashback webisode to flesh out his backstory so I assumed that she wasn't anti-Kol
