As a proud, staunch Scotsman, I can honestly say that I found this very funny. However, transfer the comical intent over to any other subject today, and there would be a worldwide outcry of snowflakes claiming to be offended.
Maybe it is not as offensive because the joke is based on a strong dislike for the English. He is basically saying that the English have done a lot to piss off the Scots and Scots are tough enough to wear skirts with no pants in highland winters...

Once walked passed the MOD off Whitehall and a saw a member (unfortunate choice of word) of the Royal Scots Borderers (I think, judging by the uniform) sat on the steps enjoying a smoke :( Tall, tanned, slim, long legged, kilt wearing, legs akimbo = took years off this English lady pensioner:)
try glasgow's university crazy lads, chasing you so you see under their kilts...took whole ten years of this middle age asian lady in abroad study! excuse me, while i apologize to my ancestor for losing my eyes' virginity 😂😂

I've not once met a single person outside the UK that dislikes Scots. In fact whenever I talk to a foreigner, I get commented on my accent then discussions start about going to the country or things which are considered common traits of the country and they're always positive.
The only thing I hate about the Scottish is the hatred that Scots show towards the English. There is a childish bitterness that a portion of Scots have towards anything English that pees most English people off.

As Biologists we can tell you this is not accurate. The real reason for the kilt was from anatomical necessity. Pants with sufficiently long crotches for Scots would not allow for a long enough stride for walking. They were forced to develop the kilt to allow Scotsmen to walk normally. Mystery solved.
