arista shelved a lot of good albums in that time frame, cherokee's soul parade was another good album, but from what i heard it wasn't entirely they're fault, she was jointly signed to babyface label and when he moved it they didn't have full legal rights to it.
Actually Chad himself admitted years ago in an interview, his job is to "lace-up" the beat Pharrell makes. To follow mentioned term in a short analogy, Pharrell is responsible for sole, vamp and heel, while Chad is in charge of the lacing, lining and welt. One part missing and it won't be a shoe. That example by no means adjudicate Pharrell as the better one, but Chad's role in Neptunes has been described as such. Though in other projects outside Neptunes, Chad is a whole different story.
